# Are Peptide Stacks Legal After the HHS Policy?

The HHS peptide policy covers one active ingredient only. What that means for the Wolverine, GLOW and KLOW stacks, and how blends are still prescribed.

Legal status · Updated after the HHS policy

# Are peptide stacks legal? Not under the HHS policy. Here is how blends are still prescribed.

Updated October 29, 2026 · Sourced to HHS and the Federal Register

## The short answer

Not under the HHS policy. The enforcement-discretion policy of October 28, 2026 covers single-ingredient products only, so every peptide stack or blend, including the Wolverine, GLOW and KLOW stacks, is outside it, even when each ingredient is on the list. Blends can still be prescribed by a licensed provider and compounded by a licensed 503A pharmacy. Peptides.build offers its blends that way, from $183/mo, and labels each one as outside the policy.

The one-ingredient rule

## Why are stacks outside the HHS policy?

One of the policy's ten conditions is a single active ingredient per product. Mixing two covered peptides, such as BPC-157 and TB-500, still produces a blend, and a blend is outside the policy. Read all ten conditions in our [HHS peptide policy explainer](https://peptides.build/news/hhs-peptide-policy/).

| Blend in a pre-filled pen | Outside the policy | One-ingredient rule, and only 510(k)-cleared syringes |
| "Research use only" blend sold online | Not for human use | No prescription, no licensed pharmacy, no adverse-event reporting |

Common questions

## FAQ

### Are peptide stacks legal?

Peptide blends are outside the HHS enforcement-discretion policy of October 28, 2026, which covers single-ingredient products only. A licensed provider can still prescribe a blend, and a licensed 503A pharmacy can compound it, but the policy does not apply to it.

### Is the Wolverine Stack legal?

The Wolverine Stack (BPC-157 + TB-500) is outside the HHS policy because it has two active ingredients, even though each one is on the list. Peptides.build offers it from $183/mo when a licensed provider prescribes it after an intake.

### Why does the policy exclude blends?

HHS limits the policy to one active ingredient per product so that side effects and quality problems can be traced to a single substance.

### Are GLOW and KLOW covered?

No. GLOW combines BPC-157, GHK-Cu and TB-500, and KLOW adds KPV. Both are blends, and GHK-Cu is not one of the six peptides in the policy.

### Which peptides are still covered on their own?

Six, single-ingredient and in set forms: BPC-157, TB-500, MOTS-c and Epitalon as acetate by injection, Semax free base intranasal only, and KPV acetate oral and topical only. Peptides.build prescribes BPC-157, MOTS-c and Epitalon.

### Are peptide blends FDA-approved?

No. Compounded medications are not FDA-approved, blended or not, and the HHS policy says it does not establish safety or effectiveness.

### Is it legal to buy a peptide blend without a prescription?

Blends sold online as "research use only" are labeled not for human use. They come with no prescription, no licensed pharmacy and no adverse-event reporting.

### Can state law restrict blends?

Yes. State pharmacy and medical boards can set their own rules on compounded peptides, blends included.

Prescribed, not mixed at home

## Tired of reconstituting?

A licensed US provider reviews a short online intake. If a prescription is appropriate, a licensed US 503A pharmacy fills it and ships it cold-chain, already reconstituted and labeled with the concentration.
